anonymously-owned companies for foreigners, the states are ignoring new
international \"transparency\" standards even while their government demands that
other countries adopt them.

Financial Centre - A Year in Review: Over the period since the Qatar Financial
Centre officially opened for business, on 1 May 2005, a full programme of business
development, marketing, recruitment of key staff and licensing of firms has been
carried out. In the space of a year the Qatar Financial Centre Authority (QFCA) has
